Numerous Standards developed by ASTM International (ASTM) can be directly incorporated into Tribal response actions (as defined by CERCLA). These standards address initial site evaluation, site characterization, site remediation and redevelopment, stakeholder engagement, and long-term stewardship. Consistent with the National Technology Transfer and Advancement Act of 1996 (15 U.S.C. §3701 et seq), and with the concurrence of U.S. EPA, Tribes may adopt these consensus-based standards as components of their regulatory programs for Brownfields projects. ASTM Standards can be used by Tribal Brownfields programs to demonstrate their capacity to:
• Timely survey and inventory of brownfields sites;
• Provide oversight and enforcement authorities or other resources that ensure response actions protect human health and the environment, and are conducted in accordance with applicable laws and are completed;
• Effectively identify and engage stakeholders;
• Approve cleanup plans and verify and certify that the response is complete.
