This video was originally recorded as a webinar in 2015 to provide an overview of EPA-Tribal Environmental Plan (ETEP) requirements followed by EPA Region 1 and EPA Region 9 approaches to ETEP development. Each region is following a different process for ETEP development, therefore, it is very important for tribes to contact their EPA project officer for the best advice and assistance. Note that EPA Region 1 and EPA Region 9 may have modified their approach since the recording of this webinar.

Presenters: Luke Jones, EPA American Indian Environmental Office, provides a brief overview of ETEP requirements under the GAP guidance (3:00-18:00) and Michael Stover from EPA Region 1 (18:00-35:30) and Laura Ebbert from EPA Region 9 present their approach to working with tribes in their region to develop ETEPs. Participant questions are answered after each presentation and at the end of the webinar (53:00-1:16:27).

The Institute for Tribal Environmental Professionals (ITEP) will be offering an online Tribal Strategic Planning course in August, 2017 to assist tribes with preparing their ETEPs. This course provides tribal environmental professionals with tools and resources to develop tribally specific approaches to strategic planning with tribal leadership, elected officials, governmental agencies, and other organizations. Registration for this online course is $300, carries 1.0 continuing education unit (CEU), and requires approximately ten hours of total learning time. • Define and develop with your tribal leadership: vision, mission, goals, objectives, and activities to implement a strategic plan.
• Define your tribe’s strengths, weaknesses, opportunities, and threats.
• Identify possible impacts of other decision-making organizations and agencies that may affect tribal planning efforts.
• Draft an outline for a strategic plan using relevant templates, tribal examples, existing tribal resources and documents.
• Explain 2013 GAP requirements for EPA-Tribal Environmental Plans and implementation.
• Develop and apply performance measures to planning goals and objectives, ensuring program progress, capacity building, and addressing tribal needs.
• Develop a comprehensive funding strategy with EPA grants.
