The newly retired former national SPCC SME, Mark W. Howard - aka 'The Prevention Guy' from of Ounce of Prevention Consulting, LLC, will present materials from a different perspective, providing information and insights as a former regulator. The objective of this short course is to provide attendees with a skill set and tools needed to both ensure and assess compliance with the 40 CFR part 112-Spill Prevention Control and Countermeasure (SPCC) plan development, implementation and review/evaluation. Finally, the course will cover an overview of the Federal oil discharge (spill) reporting requirements under 40 CFR part 110. This short course is designed for tribal: environmental management staff, first responders, leadership, managers, inspectors, plan developers/planners, regulators, and facility technical staff. While a general understanding of the Oil Spill Prevention rule is helpful, attendees may come with either little to no background on 40 CFR Part 112 /Part 110 or may be experts seeking insights into the complexities of the rule and its implementation. The course will cover rule requirements associated with upstream (oil production) sector(s), mid/downstream sector(s), downstream sector(s), end-use sector(s) oil storage facilities. Mr. Howard was formerly with the USEPA and provided online training specifically designed for tribes as well as serving as an instructor at several TLEF conferences. Mr. Howard has retired from EPA and launched his own Environmental Consulting business called Ounce of Prevention Consulting, LLC, providing Oil Spill Prevention (40 CFR Part 112): federal regulatory expertise, training, facility audits, inspection/case support and expert witness services. Mr. Howard is currently collaborating with the Institute for Tribal Environmental Professional's (ITEP's) Waste & Response Team on this and other webinar training opportunities for tribes as well as courses at the 16th annual 2026 Tribal Lands & Environment Forum (TLEF) to be held in Oklahoma City, on August 17-20.
