The objective of this 4-hour short course is to provide an in-depth overview of the USEPA Oil Program's Spill Prevention, Control and Countermeasure (SPCC) AST regulatory requirements (40 CFR Part 112), and federal oil spill reporting requirements (40 CFR Part 110). in addition to the program overview this program will provide tribes with practical assistance with SPCC and AST compliance and the opportunity interact with and ask question to the EPA National Subject Mater Expert (SME) for AST Oil Spill prevention and the SPCC Program Manager. This course will include content on: Rule applicability, Secondary Containment, Overfill prevention, AST inspections, Oil spill prevention/preparedness/response procedures, Oil Spill reporting requirements and procedures, Oil Spill Prevention Plan development, and Qualified Self Certification of SPCC plans. The course will be instructed by the EPA national AST/SPCC subject matter expert (SME). The target audience is tribal: inspectors, planners, fire officials, code officials, Tribal Emergency Response Commissions & Tribal Emergency Planning Committee members, environmental staff and AST owners and/or operators. Attendees can coordinate with the instructor to obtain additional resources in the form of specialized training designed to provide EPA oil inspection credentials to tribal partners.
