The air quality program (AQP) of the Confederated Tribes of the Colville Reservation ran a wood stove replacement program to reduce smoke emissions in the Okanogan River Airsheds emphasis area. The AQP using emissions inventories, monitoring data and observations identified the area as the highest levels of PM2.5 within and close to the exterior boundaries of the Reservation. To begin the AQP accumulated examples of wood stove replacement programs run by many organizations. The AQP chose a single contractor and simple criteria for participation. Homes needed to be in our emphasis area and have a non-certified wood burning device which included stoves, pellet stove and inserts. These criteria were modified to include unsafe stoves due to the high number of these seen. The program replaced 45 devices with new certified stoves that were code compliant and safe. All participants were provided an on stove thermometer, smoke detectors, CO/CO2 sensors, a wood moisture meter and training on using the stove. This presentation will follow the progression of setting up and implementing a replacement program and provide lessons learned at the end.
